VACANCY ANNOUNCEMENT

ULAANBAATAR SUSTAINABLE URBAN TRANSPORT PROJECT /IBRD-9257-MN/

Mongolia has received a Loan from International Bank for Reconstruction and Development for Ulaanbaatar Sustainable Urban Transport Project (USUTP). The Project aims to develop a comprehensive framework for sustainable urban mobility in Ulaanbaatar and to reduce congestion, improved road safety, and address climate resilience on selected transport corridors. The project components are: (i) integrated corridors; (ii) sustainable public transport; and (iii) building effective institutional framework for transport infrastructure planning, management, and technical assistance.

The project will follow the World Bank’s environment and social framework and ESSs that are related to social risk are: ESS 1 - Assessment and Management of Environmental and Social Risks and Impacts; ESS 2 – Labor and Working Conditions; ESS 4-Community Health and Safety; and ESS 10- Stakeholder Engagement Information Disclosure. The project social risk rating is considered as Substantial. The project has prepared and committed to implement ESCP[1] and other social risk instruments such as ESMF, SEP, LMP and GRM.   

The Municipality of Ulaanbaatar (MUB) is seeking to recruit a qualified national consultant for Resettlement Specialist who will be directly reporting to the Project Coordinator.

Contract: Full-time for one year with possible extension based on performance starting from 18 March 2022.

Duties and responsibilities: The national consultant for Resettlement Specialist will have the following duties (but are not limited to):

Support the Project management office (PMO) to implement Environmental and Social Framework (ESF) and its instruments, including but not limited to environmental and social management framework (ESMF), Resettlement Plan, Labor Management Plan (LMP), Stakeholder Engagement Plan (SEP), Environmental and Social Commitment Plan (ESCP), Environmental and social management plan (ESMP) and Grievance Redress Mechanism (GRM) consistent with the ESF.

Assist the PMO to review and apply all laws and regulations pertaining to land acquisition, resettlement, and assistance to affected and disadvantaged citizens and businesses, and ensure that an affected communities understand the requirements of government and related policy.

Ensure that the affected and displaced persons are properly consulted and adequately resettled and compensated in accordance with the provisions of the Land Acquisition and Resettlement Plans .

Under the guidance and supervision of the Project Coordinator, ensure quality of the project portfolio, including quality review, due diligence, and direct implementation support on social safeguards;

Manage social sustainability and safeguards issues and social risks , particularly involuntary resettlement, inclusion and exclusion of marginalized groups and indigenous peoples, labor issues, road safety and traffic management, mitigation plans and institutional development strategies.

Design and maintain project level GRM that effectively collect and respond to stakeholders’ inquires, suggestion, concerns and complaints.

Conduct screening of potential risks and impacts, social due diligence (desktop research and field visits) as defined by ESF and international good practice documents.

Support in reviewing the technical documents (and their TORs) and assist the PMO in enhancing quality of such documents.

Provide training to its beneficiary agencies, contractors and relevant stakeholders on social risk assessment and management with regard to Mongolian national legislations and Bank’s ESF.

Maintain effective communication with all relevant parties including Bank task team.

Facilitate effective stakeholder engagement particularly on resettlement issues and information disclosure.

Assist the PMO in developing operational designs and mechanisms to assess social opportunities, impacts, constraints, and risks related to project funded subprojects and activities.

Essential requirements:

Bachelor or higher degree in fields of legal and social sciences, land administration, or and/or other appropriate discipline, with a strong preference for candidates with good technical training and practical experience in social risk management related to large scale civil engineering or industrial engineering projects.

Extensive knowledge and experience in land law, civil law and administration law.

A minimum 3 years of professional experience in social assessment and management of investment projects and preparation and execution of resettlement programs.

Proven facilitation and management experience in stakeholder engagement activities.

At least 1 reference letter to prove these required skills and on successful completion of similar scope and nature assignments from previous clients.

Demonstrated ability to work independently with limited supervision and  to plan and prioritize work duties under time pressure and tight deadline.

Quality report writing skill with short turnaround time.

Strong interpersonal, communication, analytical and research skills with the ability to function effectively and collaboratively in a team environment.

Excellent computer literacy, particularly, with MS Office and spreadsheets.

Proficiency of English and Mongolian languages (both oral and written).
